Kerajaan negeri akan menggunakan Petunjuk Prestasi Utama (KPI) dalam melantik semula ahli majlis daerah dan perbandaran di negeri ini tahun depan.
Menteri Besar Perak, Datuk Seri Dr. Zambry Abd. Kadir berkata, pendekatan itu diambil bagi memastikan ahli majlis memenuhi tanggungjawab dan bertugas dengan penuh efisien untuk rakyat.
Beliau berkata, pihaknya tidak mahu melantik ahli majlis baru yang tidak mempunyai peranan dan tidak membantu menyelesaikan masalah rakyat.
''Kerajaan negeri tidak teragak-agak untuk menggugurkan mana-mana ahli majlis sebelum ini yang tidak membantu menyelesaikan masalah rakyat.
''Mereka perlu sedar yang mereka adalah bertindak sebagai wakil rakyat dan membantu kerajaan Barisan Nasional (BN) untuk menyelesaikan masalah yang dihadapi rakyat," katanya selepas mempengerusikan mesyuarat Exco kerajaan negeri di sini hari ini.
Sehubungan itu, Zambry berkata, satu jawatankuasa petugas khas ditubuhkan bagi menilai prestasi ahli majlis sedia ada sebelum perkhidmatan mereka boleh disambung semula tahun depan.
Menurut beliau, jawatankuasa itu akan membuat penilaian terhadap sumbangan ahli majlis selama ini demi memastikan perkhidmatan mereka berkualiti kepada rakyat.
''Semua itu diambil kira dalam soal pelantikan semula ahli yang benar-benar memenuhi kehendak KPI sebagaimana yang disarankan oleh Kementerian Perumahan dan Kerajaan Tempatan, '' katanya sambil menambah tempoh pelantikan ahli majlis sedia ada akan tamat akhir tahun ini.
Sementara itu, Zambry berkata, kerajaan negeri telah mengarahkan dua Exco Kerajaan Negeri iaitu Datuk Hamidah Osman dan Datuk Dr. Mah Hang Soon untuk menyelesaikan masalah setinggan di kawasan Meru Tin di sini.
Beliau berkata, penyelesaian itu perlu agar masalah setinggan tidak dijadikan sentimen politik oleh mereka yang mempunyai kepentingan.

KUALA LUMPUR 17 Nov. – Laman Facebook rasmi Perdana Menteri, Datuk Seri Najib Tun Razak bukan sahaja berperanan sebagai platform untuk rakyat menyuarakan pandangan bahkan memberi peluang kepada semua pihak mengenali pemimpin nombor satu negara itu secara mendalam.
Hanya dengan klik ke alamat www.facebook.com/najibrazak, pengunjung boleh berkongsi maklumat peribadi Perdana Menteri yang jarang diketahui oleh masyarakat.
Dalam laman sosial itu, beliau mendedahkan pelbagai aktiviti yang dilakukan daripada menghadiri mesyuarat dan bekerja sehinggalah menonton perlawanan bola sepak membabitkan pasukan kegemarannya Manchester United, makan ikan patin dan mengunjungi kedai buku.
Antara aktiviti beliau yang dipaparkan untuk tatapan pengunjung:

Siswazah cari kerja melalui JobsMalaysia
KUALA LUMPUR 16 Nov. - Dewan Rakyat hari ini diberitahu, sebanyak 69,760 siswazah institusi pengajian tinggi awam (IPTA) didaftarkan sebagai pencari kerja melalui portal JobsMalaysia sehingga 13 November lalu.
Timbalan Menteri Sumber Manusia, Datuk Maznah Mazlan berkata, daripada jumlah itu, 18 siswazah memiliki ijazah kedoktoran (PhD) manakala sarjana (1,165), ijazah sarjana muda (36,985) dan diploma (31,592).
"Bagaimanapun itu tidak menggambarkan jumlah sebenar penganggur di kalangan mahasiswa kerana ada yang telah bekerja tetapi berhasrat mendapatkan pekerjaan lebih baik atau bertukar tempat kerja," katanya.
Beliau menjawab soalan Datuk Baharum Mohamed (BN-Sekijang) pada sidang Dewan Rakyat hari ini.
Dalam perkembangan berkaitan, Maznah berkata, 73,308 pekerjaan pula didaftarkan di portal itu tahun ini dan 19,127 mahasiswa atau 26.09 peratus mendapat pekerjaan melalui sistem berkenaan.
Sementara itu, Timbalan Menteri Kemajuan Luar Bandar dan Wilayah, Datuk Hasan Malek berkata, kerajaan tidak berhasrat menggabungkan Felda, Risda dan Felcra dalam satu entiti.
Sebaliknya, jelas beliau, penggabungannya hanya berbentuk satu konsortium berdasarkan kepada projek baru serta kerjasama sedia ada antara ketiga-tiga agensi terbabit.
Beliau menambah, ketiga-tiga agensi tersebut kekal dengan entiti masing-masing seperti sekarang.
"Kita telah mengadakan beberapa perbincangan dan setakat ini tiga bidang kerjasama dikenal pasti. Pertama usaha penyelidikan dan pembangunan (R&D) bersama dalam industri sawit serta getah.
"Kedua, perkongsian pengalaman dan pengetahuan kakitangan tiga agensi berkenaan melalui pelaksanaan latihan bersama dan ketiga, kerjasama pembekalan dan pemprosesan sawit dan pemasaran hasil," katanya ketika menjawab soalan Datuk Wan Abdul Rahim Wan Abdullah (Pas-Kota Bharu).

SINGAPORE, Nov 16 (Bernama) -- Indonesia will host the 21st Asia Pacific Economic Cooperation (APEC) summit in 2013, President Susilo Bambang Yudhoyono said here on Monday.President Yudhoyono made the statement at Marina Mandarin Hotel here on Monday morning before leaving for Jakarta after attending a series of APEC meetings, Indonesia's Antara news agency reported."The next APEC meeting will be held in Japan, and then consecutively in the United States, Russia, and in Indonesia in 2013," President Yudhoyono said.The president expressed hope that Indonesia would be a good host country for the 21st APEC summit."I hope our nation will become a good host for the 21st APEC summit in 2013 and to have a wider opportunity as possible from it," the president said.APEC is a forum for 21 Pacific Rim countries to cooperate on regional trade and investment liberalization and facilitation.APEC's objective is to enhance economic growth and prosperity in the region and to strengthen the Asia-Pacific community.The location of the meeting rotates annually among the member economies, and a famous tradition involves the attending Leaders dressing in a national costume of the host member.In January 1989, Australian Prime Minister Bob Hawke called for more effective economic cooperation across the Pacific Rim region.This led to the first meeting of APEC in the Australian capital Canberra in November, chaired by Australian Foreign Affairs Minister Gareth Evans.Attended by political ministers from twelve countries, the meeting concluded with commitments for future annual meetings in Singapore and South Korea.The initial proposal was opposed ASEAM countries which instead proposed the East Asia Economic Caucus which would exclude non-Asian countries such as the United States, Canada, Australia and New Zealand.The plan was opposed and strongly criticized by Japan and the United States.The first APEC Economic Leaders' Meeting occurred in 1993 when US president Bill Clinton, after discussions with Australian prime minister Paul Keating, invited the heads of government from member economies to a summit on Blake Island.He believed it would help bring the stalled Uruguay Round of trade talks on track.During the meeting in 1994 in Bogor, Indonesia, APEC Leaders adopted the Bogor Goals that aim for free and open trade and investment in the Asia-Pacific by 2010 for industrialized economies and by 2020 for developing economies.

Kota Siputeh: EC To Get AG's Advice, Appeal High Court Decision
KUALA LUMPUR, Nov 16 (Bernama) -- The Election Commission (EC) will seek the Attorney-General's advice on the ruling by the Kuala Lumpur High Court here Monday in declaring vacant the Kota Siputeh seat in Kedah.Deputy chairman Datuk Wan Ahmad Wan Omar said the EC would seek the AG's advice on the course of action to take."This issue has become an academic issue. So, it is better for EC to bring the matter to the AG before making any decision," he told Bernama.Justice Datuk Alizatul Khair Osman Khairuddin ruled that the seat was vacated after incumbent assemblyman Datuk Abu Hassan Sarif absented from two state assembly meetings this year.In her decision, Justice Alizatul held that the Election Commission (EC) had acted irrationally and its decision that Abu Hassan was still the assemblyman for Kota Siputeh and the state seat was not vacant, ought to be quashed.In ALOR SETAR, Kedah Menteri Besar Datuk Seri Azizan Abdul Razak said the decision by the High Court proved that the action taken by the state government was within the law.He said State Assembly Speaker Datuk Dr Abdul Isa Ismail had made the right decision in declaring Datuk Abu Hasan Sarif as having lost his eligibility as an assemblyman for not attending the state assembly meetings."We act according to the law. Perak state launches digital channel
IPOH: The Perak government has launched an indoor digital channel to relay information and current news on the state to the people called PerakTV.
Mentri Besar Datuk Seri Dr Zambry Abd Kadir said PerakTV would be broadcast via 300 LCD screens to be installed throughout the state, including rural areas, in the first quarter of 2010.
“State agency KPerak Inc Corporation is responsible for providing the content while private company Simfoni Maya Sdn Bhd will provide the infrastructure.
“We are identifying the locations to put up the screens,” he told reporters after its launch yesterday.
Denying that it was a propaganda tool aimed at countering allegations by the Opposition, Dr Zambry said PerakTV would allow people to find out about developments in Perak from the state itself rather than from other sources.
“It will at least give them the right picture of what the government is doing.
“Hopefully, by doing so, there can be some balanced news,” he said. “It is meant to give the rakyat a true picture on everything about Perak, be it in the form of economic, social or educational activities, and so on.
“It also presents an opportunity for the private sector, especially small and medium enterprises, which have found it hard to advertise in the mainstream media due to high costs, to do so,” he said.
He said PerakTV would be especially beneficial to rural people, allowing them to take part in the initiatives set out by the government.

“State agency KPerak Inc Corporation is responsible for providing the content while private company Simfoni Maya Sdn Bhd will provide the infrastructure.
“We are identifying the locations to put up the screens,” he told reporters after its launch yesterday.
Denying that it was a propaganda tool aimed at countering allegations by the Opposition, Dr Zambry said PerakTV would allow people to find out about developments in Perak from the state itself rather than from other sources.
“It will at least give them the right picture of what the government is doing.
“Hopefully, by doing so, there can be some balanced news,” he said. “It is meant to give the rakyat a true picture on everything about Perak, be it in the form of economic, social or educational activities, and so on.
“It also presents an opportunity for the private sector, especially small and medium enterprises, which have found it hard to advertise in the mainstream media due to high costs, to do so,” he said.
He said PerakTV would be especially beneficial to rural people, allowing them to take part in the initiatives set out by the government.
Illegals hiding out in old folks homes
KUALA LUMPUR: Illegal immigrants are now targetting old folks home as their hideout in the latest tactic employed by foreigners to stay in the country.
Authorities believe many owners of such homes are cashing in on the illegal immigrants bent on hiding from the law.
The illegals also help out the owners by taking care of the senior citizens and housekeeping of the home.
In a joint operation conducted by the police, Immigration Department and National Registration Department, enforcement officers raided a Nan Yang retirement home in Tasik Permai, Ampang at 1.30am here Sunday.
Officers nabbed 18 Bangladeshis and Indonesians at the old folks home and initial checks revealed that the illegals paid about RM400 each in rent.
It is learnt that the illegals earn their livelihood working as labourers or doing odd jobs in the vicinity of the home.
Ampang Jaya police Asst Comm Abdul Jalil Hassan said there were only eight senior citizens living at the home that had been renovated to house the illegals.
“The old folks lived in front portion of the home while the illegal stayed at the back where the owner had reconstructed the area into several rooms.
“We learnt the foreigners had been living there for at least six months,” he said.
ACP Abdul Jalil said that in the same operation, the authorities picked up another 157 illegals from Bangladesh, Indonesia and Myanmar in the three-hour operation conducted throughout Ampang.

Perak state launches digital channel
IPOH: The Perak government has launched an indoor digital channel to relay information and current news on the state to the people called PerakTV.

We await answers to Dipang tragedyTHE NATION awaits the results of the investigation into last week’s Kuala Dipang tragedy in which three primary school pupils drowned and many others were put at risk. The incident which took place late at night on Oct 26 must have sent a chill down the spine of most parents of primary school-going children and may even cause them to be uncooperative when they are requested to allow their children to take part in extracurricular activities outside the school ground.
Schools and even the district education offices organise a number of activities for pupils outside the school premises from time to time for recreational, educational and team building purposes. For these activities – like the 1Malaysia camp, for instance – to be successful and serve the purpose for which they are organised as many pupils as possible are encouraged to attend.
It will be most unfortunate for the success of these activities if the Kuala Dipang incident automatically comes to the mind of most parents whenever their children tell them that they are required to take part in an outdoor event organised by the school or the district or even state education offices. Thus, what happened was most unfortunate.
Many questions have been asked by the public and even by some of the more concerned MPs and the special committee investigating the incident will have to answer them. Hopefully, the committee will not be like other similar committees in the past where nothing much happened after a few causes had been identified. Whatever the causes this committee is going to identify the parents of the three pupils and the parents of the other nearly 300 pupils involved in the 1Malaysia camp that fateful Monday night are unlikely to be satisfied.
Many will be blamed no doubt but most important of all some must be punished, even if it is merely to show that the Education Ministry does not tolerate shoddiness especially where the safety of schoolchildren is concerned.
Much has been said about the suspension bridge that the pupils were on when it collapsed throwing them into the fast flowing river below – about its location, about its structure and even about who built it. But so far little attention has been focused on the organisers of the event and the teachers, who at all events involving pupils, are responsible for their safety. It will be most interesting for the committee to find out where all the teachers were when the pupils were crossing the bridge. There are established procedures and guidelines schools and teachers must strictly abide by whenever children are taken out of school on organised trips or outdoor activities. Were they strictly adhered to by the teachers involved in the Kuala Dipang incident?

We welcome you but don't flout law, PM tells Indonesians
PUTRAJAYA: Indonesian workers here will be treated fairly and their rights protected, said Prime Minister Datuk Seri Najib Tun Razak.
But they do not have licence to flout the laws of this country, he added.
Najib said the presence of Indonesian workers was appreciated and hoped citizens of the republic working here would do so legally.
“If they are legal workers, then it is easier to render assistance and protect their rights. They will be treated fairly and justly.
“However, we hope they will not do anything wrong while working here. If there are any transgressions of the law, they will be dealt with accordingly, just like locals,” he told reporters at a joint press conference with Indonesian President Susilo Bambang Yudhoyono yesterday.
“During my meeting with the President, I explained the matter to him and he understands our position,” said Najib.
Najib stressed that Malaysians who flouted the law and abused their workers, including foreign hired hands would also have to face legal consequences and it had been proven that those who treated their workers wrongly were taken to task.
Incidences of abuse, particularly those involving maids had irked Indonesia, resulting in the government barring its people from working here as domestic helpers.
In the most recent incident on Oct 20, maid Muntik Hani, 36, from Surabaya was rescued by police from her employer’s home toilet where she was locked for two days.
She was treated for injuries at the Tengku Ampuan Rahimah Hospital in Klang but later succumbed to her injuries.
Her employer sugarcane juice seller A. Murugan, 35, has since been charged with her murder.
There are currently some 280,000 foreign maids in Malaysia of which Indonesians make up more than 90%; 15,000 are from the Philippines and between 1,000 and 2,000 each from Thailand, Myanmar, Vietnam and Cambodia.
Susilo, who was on a two-day visit which ended yesterday, said Indonesia was constanly working with its counterparts, including Malaysia, to ensure that its people working in foreign lands were treated well and given their rights.
He also expressed satisfaction over what Malaysia was doing to ensure the rights and welfare of Indonesian workers although there was still room for improvement.
“On behalf of Indonesia, I thank Malaysia for accepting my people to work here. They contribute to this country’s economic development and we hope to work closely together to improve the existing system and mechanism that looks after my people’s welfare and interest here.
“I appreciate the explanation given by Prime Minister Najib and whoever violates the law must be dealt with with a high level of transparency to avoid misunderstanding.
“I also expect Indonesians who live here to respect Malaysian laws just as we expect foreigners to respect the laws that we have in Indonesia,” he said.

Cordial Malaysia-Indonesia Ties Should Consider New Elements
PUTRAJAYA, Nov 12 (Bernama) -- The cordial relations between Malaysia and Indonesia that has existed for so long should be further strengthened by taking into consideration new elements in line with the new structure in Indonesia under the administration of President Susilo Bambang Yudhoyono, said Datuk Seri Najib Tun Razak.The Prime Minister said the new elements comprised the media, members of parliament and various other groups who also contributed directly or indirectly to the bilateral diplomatic relations."I suggest that we not only continue to maintain the traditional ties namely the government-to-government ties, the relations between the Indonesian National Military (TNI) and the Malaysian Defence Forces (ATM), and police-to-police relations, but to look also at the new Indonesian structure so that there will be a sense of influence that must be nurtured," he said at the dinner in honour of Susilo's visit to Malaysia at his residence, Sri Satria, here Wednesday night.Najib said the close relationship with the media, if not developed carefully, could lead to the media making various assumptions that could result in undesired situations cropping up."The parliament is also important. Members of parliament cannot be taken for granted. Asri May Join Politics As A Platform To Preach
KOTA BAHARU, Nov 9 (Bernama) -- Former Perlis Mufti Dr Mohd Asri Zainol Abidin today indicated that he may join politics so that he can continue with his dakwah (preaching) activities.Although he had no prior intention of joining politics as he was more interested in the propagation of Islamic thinking, he said, he would do so as a last resort if that could provide him with a platform to continue engaging in dakwah activities."If all avenues are closed and I cannot speak unless I am doing so on a political platform, then I will have to rethink my next move. I hope this won't happen," he told reporters after meeting Menteri Besar Datuk Nik Abdul Aziz Nik Mat at the latter's office in Kota Darulnaim, here on Monday.He was responding to reporters' question whether he would join politics to pursue his preaching activities following his detention by the Selangor Islamic Religious Department (Jais) on Nov 2 for conducting a religious class without a certification of authority.Meanwhile, Dr Mohd Asri denied that the meeting with Nik Abdul Aziz was a prelude of him joining politics.He said that he met Nik Abdul Aziz a show of respect as the Kelantan menteri besar was supportive of his dakwah movement.He also denied that he subscribed to Wahhabism, saying the accusation was not new.-- BERNAMA

Tuntutan palsu: MP Sabak Bernam antara 6 didakwa
SHAH ALAM, Nov 3 - Ahli Parlimen Sabak Bernam dari Barisan Nasional (BN), Datuk Abdul Rahman Bakri dan lima yang lain termasuk dua dari Pakatan Rakyat — kesemuanya dari Selangor — dikenakan tuduhan memalsukan tuntutan antara awal 2008 dan 2009.
Abdul Rahman, dari Umno, mengaku tidak bersalah semasa dihadapkan di Mahkamah Sesyen di sini pagi tadi atas lapan tuduhan memalsukan tuntutan berjumlah RM80,000 semasa beliau menjadi ADUN Sg Air Tawar.
Beliau dituduh melakukan kesalahan itu antara Januari dan Februari 2008 iaitu ketika menjelang pilihan raya umum ke-12.
Tuntutan-tuntutan itu, antaranya, membabitkan pemberian hadiah dan cenderahati untuk pelajar cemerlang, program Mesra Rakyat dan program Maulud Nabi.
Mahkamah membenarkan beliau diikat jamin dengan seorang penjamin manakala kesnya akan didengar pada 14 Disember ini.
Abdul Rahman diiringi sekumpulan penyokongnya dan juga beberapa ahli Parlimen.

Wong dikenakan tuduhan itu di mahkamah yang sama.
Invois itu adalah bagi pembekalan 2,500 bendera kereta bernilai RM2,500 sempena program Hari Kemerdekaan tetapi pembekalan itu tidak dilakukan.
Wong dituduh melakukan kesalahan itu pada 10 September 2008 di Pejabat Daerah Sepang.
Wong, 51, juga mengaku tidak bersalah melakukan pecah amanah berhubung sekeping cek bernilai RM5,000 untuk wang berhubung penganjuran perjumpaan Jawatankuasa Pembangunan Persekutuan dan Jawatankuasa Keselamatan dan Kemajuan Kampung di Sungai Pelek, 19 Februari lalu.
Di Mahkamah Sesyen yang lain, Wong juga mengaku tidak bersalah melakukan pecah amanah cek bernilai RM2,500 membabitkan program gotong-royong di kawasan Dewan Undangan Negeri Sungai Pelek antara 30 Julai dan 16 September 2008.
Kedua-dua tuduhan pecah amanah itu didakwa dilakukan di Pejabat Daerah Sepang.
Kes membabitkan Wong akan didengar antara 29 Mac dan 9 April tahun depan. Sembilan saksi akan dipanggil untuk memberi keterangan.
Turut didakwa ialah bekas Ahli Dewan Undangan Negeri (ADUN) Teratai dari Gerakan, Yap Soo Soon yang berhadapan dengan tujuh tuduhan mengemukakan tuntutan palsu berasingan bagi program-program yang tidak wujud tahun lalu.
Selain Yap, turut didakwa hari ini ialah seorang pengarah syarikat GLC, Firdaus Abu Karim yang berhadapan dengan tujuh tuduhan.
Firdaus didakwa mengemukakan invois bagi tuntutan palsu menggunakan borang permohonan kerajaan yang palsu melibatkan RM10,000 bagi majlis-majlis yang tidak wujud.
Firdaus bersubahat dengan Yap bagi kesalahan tersebut.
Sementara itu, pembantu Abdul Rahman, Mohd. Rosli Bushra pula didakwa bersubahat dengan bosnya.
Mohd. Rosli minta dia dibicarakan dan dibebaskan dengan ikat jamin RM9,000.
Firdaus dan Yap yang masing-masing dibenarkan ikat jamin RM8,000 dan RM25,000 akan dibicarakan bersama.
Kes mereka akan disebut semula pada 14 Disember ini dengan perbicaraan membabitkan Firdaus dari 26 April hingga 7 Mei manakala Yap pula antara 3 hingga 7 Mei.
Bekas pembantu khas Menteri Besar Selangor, Mohd. Yahya Mat Sahri turut didakwa atas tuduhan menipu dan menggunakan dokumen palsu berhubung pembiayaan majlis sambutan 100 hari Pakatan Rakyat tahun lalu.
Dia menghadapi dua tuduhan membabitkan sumbangan RM50,000.
Yahya yang dibebaskan dengan ikat jamin RM10,000 akan menghadapi perbicaraan dari 12 hingga 16 April bagi tuduhan pertama dan dari 19 hingga 23 April bagi tuduhan kedua.
SHAH ALAM, Nov 3 - Ahli Parlimen Sabak Bernam dari Barisan Nasional (BN), Datuk Abdul Rahman Bakri dan lima yang lain termasuk dua dari Pakatan Rakyat — kesemuanya dari Selangor — dikenakan tuduhan memalsukan tuntutan antara awal 2008 dan 2009.
Abdul Rahman, dari Umno, mengaku tidak bersalah semasa dihadapkan di Mahkamah Sesyen di sini pagi tadi atas lapan tuduhan memalsukan tuntutan berjumlah RM80,000 semasa beliau menjadi ADUN Sg Air Tawar.
Beliau dituduh melakukan kesalahan itu antara Januari dan Februari 2008 iaitu ketika menjelang pilihan raya umum ke-12.
Tuntutan-tuntutan itu, antaranya, membabitkan pemberian hadiah dan cenderahati untuk pelajar cemerlang, program Mesra Rakyat dan program Maulud Nabi.
Mahkamah membenarkan beliau diikat jamin dengan seorang penjamin manakala kesnya akan didengar pada 14 Disember ini.
Abdul Rahman diiringi sekumpulan penyokongnya dan juga beberapa ahli Parlimen.

Kit Siang calls for Attorney-General’s resignation
KUALA LUMPUR, Nov 4 — DAP parliamentary leader Lim Kit Siang wants Attorney-General Tan Sri Gani Patail to resign for failing to take action against former Transport Minister Chan Kong Choy for criminal breach of trust.
Lim also called for a royal commission of inquiry to further investigate the Public Accounts Committee (PAC) findings as well as to investigate why the Malaysian Anti-Corruption Commission (MACC), the Attorney-General and other key institutions had failed address the Port Klang Free Zone (PKFZ) scandal.
The PAC has recommended that former Transport Minister Datuk Seri Chan Kong Choy and former Port Klang Authority (PKA) general manager Datin Paduka O.C. Phang be investigated for criminal breach of trust in the PKFZ scandal.
It also recommended investigations into the role of other government officials serving in PKA when the project was being developed.
The report also confirmed that RM645.87 million would have been saved if the PKFZ land had been acquired under the Land Acquisition Act 1960, for then it would have cost only RM442.13 million and not RM1.088 billion before interest.
Based on the verbatim report of the PAC, the MACC Director of Investigations Datuk Mohd Shukri Abdull acknowledged that MACC already knew of the three letters of support.
Lim questioned the purpose of PAC recommending that MACC further investigate Chan when the commission had already investigated and cleared the former transport minister from committing a breach of trust in unlawfully issuing the three letters of support.
“The Attorney-General in his submission before the PAC reiterated that as far the Attorney-General's Chambers was concerned the letters of support are implicit guarantees committing the government. The question is not that the facts have been revealed the first time, the facts have been here all along.
"So what is the purpose of PAC making a recommendation to MACC when they have investigated and have made no arrests?” he explained at a press conference in Parliament.
Lim wanted to know why Gani had failed to take any action against Chan when he had appeared before the PAC to reiterate that Chan had unlawfully given an implicit government guarantee in the three letters of support which he had no power to give as transport minister.
He also urged action be taken by the government and requested that the Parliament should have a special debate on the PAC report on the PKFZ scandal.

Pakatan finally applies to be formal coalition
KUALA LUMPUR, Nov 4 — At last, Pakatan Rakyat (PR) has taken a big step towards formalising its alliance in order to go head on with Barisan Nasional (BN) as a registered coalition at the next general election.
The Malaysian Insider understands that officials from the PR alliance handed in their application to be made a formal coalition to the Registrar of Societies (RoS) some time earlier this week.
According to government sources, some 10 names each from DAP, PAS and PKR were listed in the registration form, together with a list of common objectives, which are expected to be laid out when the alliance holds its first convention next month.
A logo bearing a “rising sun” was also tendered — signalling a “new dawn” for the country — as the fledgling opposition front's symbol against BN's dacing, or scale.
The PR bloc believes its application this time will pass muster, based on the new stand taken by the Registrar of Societies Datuk Md Alias Kalil.
Md Alias had publicly stated that the previous reading of Section 2 of the Societies Act 1966, which states any coalition of political parties must have at least seven political parties as members to be registered did not apply.
The loose alliance of PKR, DAP and PAS first came together in the wake of the landmark March 8 general election last year, which saw its members wrest control of four key states from BN in spite of fundamental differences in philosophies.
But it remains to be seen if PKR, PAS and DAP will be able to settle their various spats within their respective parties as well as with each other and present a force capable of challenging BN.
The growing infighting within all three parties — from Sabah PKR leaders quitting in protest against heavy-handed treatment from its peninsula-based central leadership to frequent eruptions between the religious PAS and socialist DAP — has only served to diminish their viability in the eyes of the increasingly weary and wary public.
PR will need to keep in mind that many of the votes cast were also an act of protest against BN for perceived arrogance.
But under Datuk Seri Najib Razak, BN has managed to claw back some support for the ruling coalition

Penang BN finalises candidate for Penanti
The Penang Barisan nasional has finalised its candidate for the up coming Penanti state by-election pending the BN national leadership's decision whether to contest the seat today.
UMNO vice president and party state chief Datuk Seri Ahamad Zahid Hamidi said yesterday the party has conformed a local Umno leader based in Penanti to run in the May 31 by-election.
Declining to give details, he said the preferred candidite is a professional with charisma and the background to appeal to voterrs and give BN the confidence to win the seat.
PKR has already announced party veteran

Zahid also said all component parties, including UMNO and Gerakan which had a bitter public feud last year, have been told to patch up their relation to present a united front to the electorate.
He said Prme Mi8nister and Deputy Prime Minister Tan Sri Muhyiddin yassin have set a new direction for BN focused on unity and servise.

BN assemblymen lodge reports against Sivakumar
Twenty-seven Perak assemblymen from the Barisan Nasional(BN) together with three independents yesterday lodged police reports alleging that Pakatan Rakyat's Speaker V. Sivakumar had abused his power with regard to the chaos in the Perak State Assemblychamber on May 7.
They were all taken to the Sungai Senam Poice Station in Ipoh at 2.15 pm in a state gobernment bus to lodge their reports.
Perak state executive councillor Datuk Hamidah Osman said BN's Menteri Besar Datuk Seri Dr. Zambry Abdul Kadir was expected to lodge a similar report today.
Ipoh OCPD Azisman Alias, when contacted, confirmed receiving the reports but declined further comment.

Chinese wives allege discrimination by Immigration Department
Chinese women who have settled down in Malaysia with their Malaysian spouses face a host of problems, chief among them the difficulty in applying for permanent resident status.
Accoording to reports in the Chinese press yesterday, 10 of them voiced what they claimed was unfair treatment by the Immigration Department at a press conference called by Federal Territory MCA Public Service and Complaint Bireau Chief Dr Jeffrey Goh Sim Ik in Kuala Lumpur on Saturday.
Despite having stayed here for more than 5 years, these Chinese spouses are unable to get permanent residents status, and hence are denied the opportunity to work.
They calimed they had problems even getting the application forms from the les-than-friendly officers at the deparment.
When the immigration offcers learn that we are Chinese nationals, they refuse to sell us the application form, lelling us that there are no rules that say Chinese nationals can apply for permanent resident status. Those who managed to get the form and submitted their applications do not get any reply from the department" some of the Chinese spouses said.
Meanwhile, Immigration director-general Datuk Wahid Md Don denied the department has been rejecting PR application by Chinese wives.
He also said there are no rules to bar any national from applying to become a permanent resident in Malaysia.

Pas Gesa Tubuh Suruhanjaya Diraja Siasat PM
Pas menggesa Majlis Raja-raja supaya menimbangkan cadangan untuk menutuhkan Suruhanjaya Diraja dalam mesyuarat Majlis Raja-raja Julai ini, bagi menangkis segala tanggapan negatif terhadap Perdana Menteri Datuk Seri Najib Tun Razak.
Ketua Penerangan Pas, Datuk Mahfuz Omar berkata, memorandum ini ekoran laporan media asing terhadap Najib dan secara tidak langsung laporan media asing tersebut telah mengaibkan negara, Yang di-Pertuan Agong dan Majlis Raja-raja.
Menurutnya, tindakan awal perlu dilakukan dengan segera dalam membersihkan nama PM nagi mengelakkan pihak lain berbuat demikian kerana ia akan merosakkan integriti negara dan Yang di-Pertuan Agong.
"Tun Mahathir dan Tengku Razaleigh juga telah menggesa Najib supaya membersihkan nama beliau dan mengambil tindakan undang-undang kepada media asing itu tetapi beliau tidak berbuat demikian.

Beliau berkata, Suruhanjaya tersebut bertanggungjawab menyiasat semua dakwaan media asing terhadap Najib dan sekiranya dakwaan itu benar, Majlis Raja-raja melalui Yang di-Pertuan Agong perlu mengambil tindakan yang sewajarnya.
"Namun sekiranya laporan oleh media asinh tersebut didapati tidak benar, satu tindakan perlu juga diambil.
Ketika disoal mengenai keputusan Kabinet mengenai agama anak pasangan yang menukar agama, beliau berkata:"Kabinet tidak seharusnya melangkaui kuasa perlembagaan kerana negara terbentuk melalui perlembagaan."
Menurutnya, ia juga melibatkan hak seorang ayah untuk menentukan agama anak-anaknya.
"bayangkan bagaimana seorang ayah tidak boleh menentukan agama anak sedangkan itu darah daging mereka." katanya.
Beliau berkata, rakyat beragama Islam diharap bertenang dengan taktik jahat UMNO itu.
Ketika disoal mengenai arahan Suruhanjaya Pilihan Raya yang mahu menghapuskan pondok panas, Mahfuz berkata:"Pondok panas sedikit sebanyak mampu mengurangkan kerja SPR itu sendiri."
Berliau berkata, mereka juga terima jika ia dijauhkan dari pintu masuk pusat pembuangan undi, tetapi jika hapuskannya, ia akan menutup kemudahkan penyokong.
Ketua Penerangan Pas, Datuk Mahfuz Omar berkata, memorandum ini ekoran laporan media asing terhadap Najib dan secara tidak langsung laporan media asing tersebut telah mengaibkan negara, Yang di-Pertuan Agong dan Majlis Raja-raja.
Menurutnya, tindakan awal perlu dilakukan dengan segera dalam membersihkan nama PM nagi mengelakkan pihak lain berbuat demikian kerana ia akan merosakkan integriti negara dan Yang di-Pertuan Agong.
"Tun Mahathir dan Tengku Razaleigh juga telah menggesa Najib supaya membersihkan nama beliau dan mengambil tindakan undang-undang kepada media asing itu tetapi beliau tidak berbuat demikian.

Konsep Satu Malaysia
1. Konsep 'Satu Malaysia' yang diperkenalkan oleh Perdana menteri, Dato' Seri Mohd. Bajib bin Tun Abdul razak merupakan pendekatan yang ingin dibawa beliau untuk mencapai matlamat sebuah negara bangsa Malaysia. Pengenalan konsep ini turut selaras dengan matlamat pimpinan Mantan Perdana Menteri Tun Dr. mahathir dengan konsep 'Bersih , Cekap dan Amanah serta konsep ' Kerja Dengan Saya Bukan Untuk Saya' diperkenalkan oleh Tun Abdullah Ahmad Badawi.
2. Pragmatik yang baru iaitu 'Satu Malaysia, Rakyat Didahulukan, Pencapaian Diutamakan' yang diperkenalkan oleh Perdana Menteri kerana beliau melihat bahawa peri pentingnya banga Malaysia untuk masa depan Negara.
3. Konsep'Satu Malaysia' juga dilihat sebagai konsep yang mudah difahami oleh rakyat. Konsep ini juga membayangkan satu negara, satu hati dan konsep ini akan membawa menfaat kepada rakyat Malaysia tanpa mengira kaum dan agama.
4. 'Satu malaysia' juga memberi pengertian bahawa perlunya kewujudan aemangat kekitaan, kepunyaan, persaudaraan dan keakraban dalam kalangan rakyat yang berbilang kaum.
5. Perpaduan bukannya bererti kesamaan semua orang(unity is not uniformity). Impian yang tersirat di bawah konsep 'Satu malaysia' ialah suatu harapan untuk mencapai titil pertemuan dalam perbezaan dan kepelbagaian dalam masyarakat Malaysia ini. Titik pertemuan inilah merupakan kunci kepada perpaduan.
6. Sejaka merdeka hingga kini Malaysia mengamalkan integrasi dan bukannya asimilasi seperti Thailand dan Indonesia. Semua harus menerima hakikat bahawa Malaysia adalah negara yang berbilang kaum dan agama, maka perpaduan perlu dibentuk dalam kepelbagaian (unity in diversity) melalui integrasi.
7. Konsep 'Satu Malaysia' ini turut bererti bahawa tiakan ada kaum yang akan terpinggir dari arus pembangunan negara.
8. Konsep'Satu Malaysia' ini membayangkan hasrat YAB Perdana Menteri benar-benar menumpukan dan mengutamakan aspek bagaimana untuk menyatukan rakyat Malaysia tanpa mengira kaum.

10,000 jobless so far
More than 10,000 Malaysians have lost their jobs since Jan 1, according to Malaysian Employers Federation(MEF) executive director Shamsuddin Bardan.
He said more were expected to lose their jobs in the days ahead as companies, particularly in the manufacturing sector, struggled to stay afloat.
In an urgent appeal to the Government yesterday, he said it was of utmost importance for the second economic stimulus package to be released fast so that companies could know clearly where they stood.
The Government released a Rm7 bil stimulus package last month and Deputy Prime Minister Datuk Seri Najib Tun Razak promised a second ine soon.
Shamsuddin said the economic downturn this time was much worse than the one in 1997 because it was more widespread globally.
The situation was more critical as almost 600,000 job seekers flooded the local market every year, he added.
Another factor that added to the woes of the jobless was the presence of 1.5 million to two million illegal foreigners vying for the same jobs.
He suggested that the Government, as a long-term measure, repatriate all illegal-workers, replace legal foreign workers in stages with Malaysians, freeze foreign recrruitment and give job priority to Malaysians.
In Seremban, Menteri Besar datuk Seri Mohamad Hasan said employers in the manufacturing sector in the state had been told to reduce their dependence on foreign workers.
Many foreign workers are untrained. They do not even know how to mix cement and they are paid RM50 per day. Locals can do such jobs.

Kuala Terengganu Parliamentary by-election
The Barisan Nasional's defeat in the Kuala Terengganu by-election on 16 January(Saturday) drew mixed reactions from politicians across the divide.
- Deputy Prime Minister Datuk Seri Najib Abdul Razak said the result -which saw PAS candidate Mohd Abdul Wahid Endut win with a 2,631 vote majority over BN's Datuk Wan Ahmad Farid Wan Salleh -was merely a set back and would not have any bearing on the national political landscape. The loss does not mean they will in any way waver in their commitment to the people. They will redouble their efforts to serve the peoplr even better and take this nation to a higher level of success.
Many factors could have influenced the by-election's outcome and local factors could not be read as having a great bearing at the national level.
2. MCA president datuk Seri Ong Tee Keat said the by-election saw an increase in support for the BN from the chinese community. Chinese viters renained with BN and MCA members had worked tirely during the campaign period. Despite the unfavourable result, he would like to thank the Chinese voters for staying with MCA diring these difficult times. MCA would not take the trust shown by them lightly. The people have, through the ballot demonstrated to us that aspirations of yesterday can be diffeent from today or tomorrow. We are now even more determined to work harder to serve the people the way they want to be served. We can no longer think we know better. The outcome strenthens our courage to change and accept that what we strive for for the nation may not totally reflect what the people want.
There are differences as well as common ground. We must learn and appreciate better these differences in order to shape a better tomorrow.
Chinese votors make up 10.9% of Kuala Terengganu's 80,229 voters.
3. Umno stalwart and Gua Musang MP Tengku Razaleigh Hamzah decribed the loss as a " humiliation for the BN" at the polls for the third time in 10 months. He has full admiration for hardworking party members who toiled for two weeks on a local struggle. But they lost because of national problems. The rakyat rejected Umno in its present form and style, and they rejected its leadership. Despite ringing signals the the rakyat through March 8 and Permatang Pauh, Umno has either not heard the call for fundamendal change or is unable to respond to it.
Money, machiney and incumbency could not trump the call for change. BN will lose, and will in the end lose everything , untill we respond fully and sincerely. But the respond from the leadership yet again is that this should not be interpreted as the the voters spurned BN. Their leadership remains in denial. Loyal Umono members and the BN will feel they are on the sinking ship. Tengku Razaleigh said Umno had lost by a large majority in a constituency in which 90% of voters are Malay despite throwing the national resources of a party in federal power into the by-election. This was more than a referendum on the leadership. It was a test of the relevance of Umno in its present form. If Umbno is no longer relevant to the Malays, the BN formular is dead. The Chinese will have no reason to support MCA. The power- sharing consensual bargain on which their political system has been based since independence is broken.
4. Opposition Leader datuk Seri Anwar Ibrahim said that the victory would motivate others in the Pakatan Rakyat coalition to work harder and bring about much needed changes in the country.
5. DAP stalwart and Ipoh Timur MP Lim Kit Siang said the by-election had lived up to the historic significabce of the March 8 general election and delivered two important messages.First, the political tsunami in on course, confirming that the paradigm shift in Malaysian politics 10 months ago was not a fluke-shot but represented the wide-ranging political aspirations of malaysians. Secandly, a dire warning to Umno and soon-to-be prime minister datuk Seri najib, if they refuse to heed the people's call for hange.

No more village elections
There will be no more elections for heads of new villages in Perak.
Menteri Besar, datuk Seri Mohammad Nizar Jamaluddin said the state government had discussed the matter with Parti Keadilan Rakyat(PKR) leaders last week and the latter had agreed not to pursue it.
On New Year's day, PKR leaders held village head election at Kampung Baru Gunung rapat despite a directive from the stste government three weeks earlier that all 134 new village heads in tghe state would be appointed.
PKR leaders Dr Lee Boon Chye, who is Gopeng MP and PKR vice-president and Gunung Rapat state assemblyman Chang Meng kai defief the directive and held t6he election in Gunung rapat which was won by Gunung Rapat PKR branch chairman Ten Chon g Yong.
They later announced that four more new village head elections would be held in Simpang Pulai, Ampang Baru, Lawan Kuda and Kopisan. These villages are located in Dr. Lee and Chang's
constituencies.
"There will be no more new village head elections.The stste government however accepts the kampung baru Gunung Rapat election as a test-case to see if the idea is acceptable by the people," he said after chairing the stste executive council meeting in Ipoh yesterday.
On whether the state government was prepared to accept Ten as the village head, Nizar said that wouldb be decided later, adding that the state government would wait for a report from Chang.
